Phoenix Community Alliance Strengthens 2026 Board Leadership with New Appointments

Phoenix Community Alliance (PCA), Downtown Phoenix’s premier advocacy and leadership organization, has appointed four new board members and welcomed three additional directors in late 2025, further strengthening its leadership and advancing its mission to activate, advocate, and build going into 2026.

The 2026 appointees include:

Dave Brown is chief executive officer of Valley Leadership, where he advances civic leadership and community engagement across Arizona, building on national experience in housing and community development.

Sebastien Reyes is president of U-Haul, overseeing marketing, communications, and stakeholder engagement for more than 25,000 retail locations nationwide and bringing extensive corporate leadership experience and a strong connection to Downtown Phoenix.

Joya Kizer is CEO of CASA Unlimited Enterprises, Inc., a woman- and minority-owned airport retail concessionaire that she has expanded to more than 25 joint venture locations nationwide.

Terence Thompson is vice president of customer success at MV Transportation, bringing more than 23 years of experience improving transit operations and service delivery for agencies across the country.

In the final quarter of 2025, PCA also appointed Ron Price, President and CEO of Visit Phoenix; Martha Abbott, Principal and Co-Managing Director at Gensler; Nathan Smith, Chief Executive Officer of Central Arizona Shelter Services (CASS) and PCA’s Social & Housing Advancement Vice Chair; Stephanie Hertzberg, Senior Principal and Southwest Region Business Development Director at SmithGroup, and Angelique Kane, Executive Director at Phoenix Center for the Arts.

Together, these board directors bring a broad range of perspectives spanning nonprofit leadership, social and housing services, architecture and urban development, arts and culture, transportation, entrepreneurship, and national business operations — all with a shared commitment to Greater Downtown Phoenix.

“Phoenix Community Alliance depends on engaged leaders who are committed to shaping the future of Downtown Phoenix,” said PCA Board Chair Diane Haller. “These board members bring the experience and perspectives needed to strengthen our advocacy and help move Greater Downtown Phoenix forward.”

“Downtown Phoenix is at a defining moment, and the leaders joining our board understand what's at stake,” said Dominic Papa, senior director of Phoenix Community Alliance. “Our newest directors aren't just lending their names — they’re bringing the vision, expertise, and energy that will help shape what Downtown becomes for the next generation.”

PCA’s Board of Directors plays a vital role in shaping advocacy priorities that support a thriving and interconnected Downtown. Through its Committees and member engagement, PCA advances initiatives that strengthen economic development, improve mobility, support housing growth, and enhance quality of life throughout Greater Downtown Phoenix.

In 2026, PCA will continue advancing advocacy priorities, including housing development, transportation connectivity, arts and culture expansion, economic growth, and the long-term vision for Margaret T. Hance Park. PCA will also focus on progressing the revitalized mission of the Downtown Strategic Plan, working with public and private partners to guide the next phase of growth and investment in Greater Downtown Phoenix.
