Celebrate Spooky Season in the City 🎃 👻

Step into Hallows' Eve, Downtown Phoenix’s ultimate Halloween festival! Families can kick off the evening by picking up limited-edition treat tote bags, while adults embark on a frightful adventure through the city, stopping at participating locations offering spooky-themed treats. With yard games, festive photo ops, face painting, seasonal bites and drinks, crafts, costume contests, and even a petting zoo, it’s a spooktacular experience for everyone!

When: Thursday, October 30, 2025 from 4:30 p.m. to 8:00 p.m.

Where: Arizona Center @ 455 N. 3rd St. and multiple locations throughout Downtown.

Hallows' Eve festival at the Arizona Center: Kicking off at 4:30 p.m., families are invited to start the trick-or-treat fun by picking up a Hallows' Eve tote bag and visiting pop-up booths and participating businesses located in the Arizona Center, where candy, treats, and fall festivities await at every stop.

Pop-ups at the Arizona Center: Pumpkin painting with Phoenix Center for the Arts, candy corn count and witch hat ring toss with New Pathways for Youth, prize wheel, free workouts, candy, and OTF swag items with Orangetheory Fitness, Save Water Pledge and canvas tote bag with City of Phoenix Water Services Department, Faux-To Booth with Look See Draw

Spooky Stroll through the City: Adults can also join in on the fun by picking up a trick-or-treat map that includes participating locations throughout Downtown offering 'boo'zy-themed beverages, flash tattoos, entertainment, retail specials, and more. See map below for participating locations.

The first 200 attendees will receive a commemorative Hallows' Eve tote bag.

Know Before You Go

Trick-or-treat maps are self-guided and can be done in any order—start when you want, where you want.
Please do not drink and drive—see below for additional transportation resources or utilize rideshare.
Costumes are encouraged, but not required. Costumes must be appropriate—please avoid overly scary, offensive themes, and weapons (even if they are part of the costume).
Pets are welcome, but must be leashed and well-behaved.
Valid Photo IDs are required for 18+ and 21+ Trick-or-Treating—IDs will be checked!

BOGO deals on select flash tattoos, plus spooky and horror designs available. The studio will also have a photographer taking photos with horror movie props and backdrops. The proceeds from the BOGO select flash tattoos will go toward organizations that support individuals experiencing homelessness. 18+
