When people talk about Downtown Phoenix’s revitalization, they’re often referring to the work led by Mayor Phil Gordon. From 2004 to 2012, Phil Gordon served as mayor during one of the most transformative periods in Downtown Phoenix’s history.

During the holiday season, Phoenix Community Alliance (PCA) unites over 300 Members to reflect on a year of Member-driven advocacy and celebrate the newest Downtown Phoenix changemakers. The Center City Awards recognize fellow Members who consistently lead the community to achieve quality growth and development that advances Downtown’s renaissance.

In November 2025, Keys to Change marks twenty years of collaboration among stakeholders, service providers, and municipalities working together to combat homelessness through coordinated efforts. The missions of fifteen organizations converge on the Downtown campus to provide a variety of services, including shelter, transportation, employment support, identification assistance, and other resources aimed at helping individuals transition out of homelessness.

Valley Youth Theatre (VYT) has been a Downtown Phoenix institution since 1998, and Bobb Cooper gave it his all to put the organization on the map. With dedication and optimism, the former Producing Artistic Director built a professional theatre company, inspiring a team to reach their full potential and believe in their own abilities.

Phoenix Community Alliance (PCA) connected with First Things First (FTF), which recently addressed PCA's Education Partnerships Committee meeting, to discuss how Downtown stakeholders can bring solutions to a lack of childcare resources.

Cindy Dach prefers to think of herself as a Downtown steward. In 1997, she relocated to Phoenix from Denver with her husband, Greg Esser. Dach and other local leaders arrived at the right moment to help reevaluate the area as a walkable, friendly artist community. Since then, her community leadership as Changing Hands’ CEO, Local First Arizona co-founder, and Downtown Phoenix, Inc. (DPI) Board Director has helped shape Downtown as a place where communities formed and small businesses could shape their destiny and urban environment.

Habitat Metro’s ECOPHX is creating a foothold as a community gathering spot within the Roosevelt Historic District. As Downtown continues to evolve with more urban staples, like residential housing and pedestrian-friendly infrastructure, Habitat Metro’s signature touch helps draw customers to its residential developments through thoughtfully curated ground-floor retail.

The opening of Valley Metro's South Central Extension continues to narrow the barrier of connecting people to Downtown (and beyond), with access to better jobs, healthcare, and life in the core, where some communities lack access to a car. Against the backdrop of Downtown revitalization are those who’ve reoriented their lives around new public infrastructure that accommodated them and surrounding businesses.

Leah Fregulia has left an indelible impact as an active participant in Downtown revitalization, as Head of School for Arizona School for the Arts, President of Hance Park Conservancy, and as co-chair of Phoenix Community Alliance’s Arts, Culture & Public Life Committee (ACPL). Yet, after three decades, she is retiring from the position she took over from its founder, Mark Francis, in 2007.

Only 30 percent of the City of Phoenix’s 518 square miles remains untouched by development. That was the backdrop of a presentation during PCA's Quarterly Member Meeting, which delivered exciting Downtown development news and stats to a packed room. For Historic Preservation Month in May, these are the new projects by our PCA Members that enrich Downtown while integrating the designs of yesterday.

Sustainability isn’t a one-size-fits-all approach. As Phoenix continues to warm, it requires innovative solutions to build the “the most sustainable desert city.” These are a collection of strategies by PCA Members, who are a fraction of the many contributing to the transformation of Greater Downtown Phoenix.
